The Rashtriya Uchchatar Shiksha Abhiyan (RUSA), a centrally sponsored program, aims to collaborate with over 300 state universities and their affiliated colleges. It ensures the enhancement of the quality of campus life.
RUSA: What Is It?
RUSA is a government effort to enhance the abilities of India’s extensive network of state universities. The nation’s success is dependent on providing these institutions with everything they need to improve. It includes student learning outcomes, development, and innovative thinking. Objectives of RUSA

RUSA Funding: What is it?
RUSA provides strategic funding to state higher education institutes, which is based on norms and outcomes. The funding distribution varies, with a ratio of 90:10 for special category states, 60:40 for general category states, and 100% for Union Territories. The funds follow a process, passing through the central ministry, state governments, and union territories before reaching eligible institutions. State Higher Education Plans outline each state’s approach to enhancing excellence, addressing equity in higher education, and guiding the allocation of funds to individual states.
Eligibility Criteria for RUSA Funding
Here are the eligibility criteria for securing RUSA funding:

Disciplinary Eligibility
Colleges in any discipline falling under Section 2(f) of the UGC Act are eligible for the funds.

Administrative Experience
A minimum of 10 years of active administration is required for eligibility.

Accreditation Requirements
Colleges must have either a Grade A accreditation from NAAC or a favourable NBA score. The accreditation status must be relevant at the time of registration.

University Compliance
Universities must meet the eligibility conditions for 5 years from the notification of these regulations.

Independent Accreditation
Independent accreditation from a NAAC/NBA/UGC-approved accrediting body is necessary for eligibility.
Functions Of RUSA
- Monitor the flow of funds and information
- Evaluate State Higher Education Plans and collaborate with State Higher Education Councils (SHECs)
- Work with MIS providers to plan, coordinate, and manage MIS
- Generate required MIS reports
- Provide operational, technical, logistical, and managerial support to NMA, PAB, and National Project Directorate
- Conduct evaluation studies
- Appoint consultants for project monitoring, design, technical inputs, or other purposes as necessary
- Appraise the Detailed Project Reports (DPRs) of the States and recommend fund release to the Central Government
- Monitor and evaluate fund utilisation by the states, ensuring achievement of physical and financial targets within specified timelines.
